Windows addons vista

Despite the fact that in my testing of the installation I log on to Windows Vista with a user id which has administrative priveleges, installing and running my IE toolbar addon is an onerous process on Windows Vista. I do not know if this is causing all of the "Run As Administrator" restrictions above but I thought I would mention it. I still need to also target my Toolbar addon for Windows Vista users.

Naturally when I distribute the addon I will have a setup program to install it, but an end user still needs to use it. What do I have to do programatically for Windows Vista so that I can register the Toolbar addon successfully, and allow the end user to run my supporting program, as well as using my Toolbar addon under IE, without all of these impediments to running things only with Administrator priveleges?
